In order to merge tasks in the tasks screen of your project, you will have to first select the tasks you want to merge. Actions will appear in the top bar including a merge tasks button, as shown here:

Tasks that can be merged need to have the same source and target languages, the same status, and they have to be unassigned and unlocked as well.
